Our Story
Florida Human Services Research LLC guides organizations across the nation serving vulnerable populations to develop innovative policies and programs, successfully implement and build capacity, and communicate with leaders about opportunities and successes.
There is no more dynamic laboratory of democracy than Florida, and there is no policy area more important than human services. Our consultants have worked directly with elected officials in Florida for many years. We know that states' elected leaders sincerely want to improve services for vulnerable populations. Human services issues are usually complex, however, and can be overwhelming in scope. The right action forward is not always clear.
Having met hundreds of times with well-meaning innovators, we know that they often have great ideas solving critical problems but that their proposals would benefit from more analysis and revision.

Meet The Team
Hilary has extensive knowledge of state policies and programs and insider's expertise in developing and passing legislation. With over 15 years of leadership experience in both the executive and legislative branches of Florida government, Hilary has contributed to nearly every human services policy area. Working directly with key elected officials, she has identified root causes and developed innovative solutions to Florida's most pressing human services challenges regarding human trafficking, child welfare, developmental disabilities services, and mental health and substance use disorder.
